Background of the Study
Small-scale fisheries play a vital role in providing livelihoods, food security, and economic growth in rural communities across Nigeria. In Argungu Local Government Area, Kebbi State—famous for its annual Argungu Fishing Festival—fishing is not only a cultural tradition but also a key economic activity. However, these fisheries face challenges, including declining fish stocks, outdated fishing practices, and limited market access. Development communication has emerged as a critical tool for addressing these challenges by promoting sustainable fishing practices, improving access to markets, and enhancing community engagement (Adeola et al., 2023; Bello & Mohammed, 2024). Effective communication strategies, such as participatory methods, community radio, and digital platforms, can facilitate knowledge transfer and behavioral change among fishers. Research underscores that when fishers are actively engaged in discussions about sustainable practices and market opportunities, their adoption of these initiatives increases significantly (Ogunleye et al., 2025). The integration of local knowledge with scientific insights through development communication offers a sustainable pathway to improving fisheries' productivity and resilience.
1.2 Statement of the Problem
Despite the cultural and economic importance of small-scale fisheries in Argungu LGA, the sector remains underdeveloped due to inadequate communication strategies. Fishers often lack access to timely and relevant information on sustainable practices, fishing regulations, and market trends, leading to overfishing, income instability, and environmental degradation (Usman & Ahmed, 2023). Existing communication frameworks often fail to incorporate the unique needs and local context of small-scale fishers, further exacerbating these challenges (Yusuf & Dada, 2024). Without effective development communication strategies, efforts to enhance sustainable fishing and economic outcomes in Argungu remain limited. This study explores the impact of development communication on small-scale fisheries, focusing on its role in addressing these persistent challenges.
